Luma suits people who will grade or composite the footage afterwards. Ray3.2 exports native 16-bit HDR and EXR, and it accepts up to 16 keyframes in one clip, which gives more control over how a shot moves than a single prompt does. The Dream Machine name is retired; Ray3.2 replaced it.
There is no free plan on the current pricing page. Plus costs $30 a month, or $25 billed yearly, for 10,000 credits, and a 10-second 1080p Ray3.2 clip costs 1,200 of them. Ray3.2 adds no sound, and clips top out at 10 seconds. For video with native audio look at Kling, and to start for free, Google Flow.
