Ideogram is the generator to use when the picture has to carry words. Its 4.0 model advertises multilingual text and bounding boxes that place each element where you describe it, and the 4.5 edit model is meant to keep details intact over several rounds of changes.
The free plan gives 30 credits a week, but everything it makes is public. Plus costs $20 a month, or $15 billed yearly, for 2,400 credits, and its unlimited slow queue is where most of the value sits, though edits, reference images and partner models still use credits. Unused credits do not roll over. For editable vector files look at Recraft; for a more painterly look, Midjourney.
